be and are hereby constituted a body-politic and corporate by the name of
the City of Texas City, and under that name shall have perpetual
succession; may use a corporate seal; may sue and be sued; may acquire

convenience of the city and its inhabitants; and may pass such ordinances
as may be expedient for maintaining and promoting the peace and
government and welfare of the city and for the performance of the

of the State of Texas or restricted by the Charter, the city shall have and
may exercise all municipal powers, functions, rights, privileges, and
immunities of every nature whatsoever.

Sec. 2.  Enumerated powers not exclusive.
The enumeration of particular powers by this Charter shall not be held or
deemed to be exclusive, but, in addition to the powers enumerated herein
or implied hereby, or appropriate to the exercise of such powers, it is
intended that the City of Texas City shall have, and may exercise, all

territory, and subject to the procedural rules prescribed by the laws of the
State of Texas.
The city commission, after a public hearing and a majority vote of the
commission, may by ordinance pursuant to state law and this Charter
